It is assigned by the Civil Service Commission to evaluate work load, duty and responsibility, and quality of work. This paper incorporates operation manual with work analysis to illustrate new approach consisting of the following contents: meaning, application, element and feature of operation manual, work analysis technique, elemental analysis, relationship analysis and principle analysis. In addition, the author proposes the writing guidelines for analytical approach operation manual technique that consist of writing the introduction, relevant regulation law and standard, principle and theory, structure and process of work, work performance and samples, problem and prevention, discussion and suggestion techniques.
